– In student’s years when I studied at historical faculty of the Tula state pedagogical university, I seriously studied not only history, but also political science, actively worked in the student’s environment. In a year after the university termination, autumn of 2000 has been selected by the deputy of the Tula regional Duma of the third convocation, and in the autumn 2004 - the deputy of the Tula regional Duma of the fourth convocation on obscheoblastnomu to the list of the Communist Party of the Russian Federation. On December, 2nd, 2007 it is selected by the deputy of the State Duma of Russia of the fifth convocation. I enter into fraction of the Communist Party of the Russian Federation and I work in Committee on youth affairs.

– What main tasks of your Committee?

– The main task – to develop such packages of laws which would supply to young Russians not only reception of good formation, but also possibility of a choice of jobs with worthy wages. Unfortunately, I can tell what to solve these problems for years of economic reforms to the full yet it was not possible …

– What tendencies in a youth segment of the Russian labour market cause in you concern? What disturbs most of all?

– In 90th years in the country there was a sharp reduction of industrial production, in times number of workers has decreased. Recently in those branches where crisis began to be overcome, there are new jobs, however a subsistence level of young workers and experts is still lowest. Young men at us – the activest, most mobile and competent part of the population, But absence of sufficient number of jobs, especially in remote places, does not allow young men to realise the possibilities. I will result rather indicative example. From many villages of Bashkiria there is a big outflow of girls in the big Volga region cities and to Moscow. In a number of rural areas it has already led to the appreciable bias in the youth environment and negatively affects economy of areas. And it occurs not only in Bashkiria. Disturbs me and a situation with professional training of personnel not less. In the country in any way it is not possible to overcome a consequence of destruction of system of vocational training. At pupils of technical training colleges the lowest grant, in educational institutions a weak material and technical base, weak teaching structure. In a word, vocational training and employment of youth for our state yet did not become priority.

– And how you evaluate system of higher education and a job opportunity of young experts?

– Certainly, measures are taken for fastening of experts with higher education at us in the country, but it is obviously not enough of them. At least because annually ten thousand talented diplomaed experts search and find to itself work in foreign countries. All for a long time already have got used, that the basic outflow of young experts at us occurs in the West European countries. But not so long ago I was on a trip across Mexico and was convinced, what even in this far country lives and young Russians work many, many of which consider Mexico as the transit country for moving to the USA. Certainly, on decision-making to leave Russia and to live in other country many factors influence. Someone from girls is going to marry the foreigner, someone chooses from perspective students for the work the best foreign laboratories. But the fact remains the fact – for many young Russians began more prestigious to find "low-paid" work somewhere in Switzerland, than to work in complete force in Russia and to look in a purse.
